What is measured
Apollo took ~400,000 people and ~$257 billion (2020 $) over a decade, and a perfect 50-year silence at that scale is implausible. The USSR, losing the race and tracking the missions itself, never cried fake.
What would show this is wrong
a documented, corroborated confession from any of the hundreds of thousands of Apollo workers, or Soviet-era tracking records showing the signals did not come from the Moon.
